Steven J. Harvey, Ph.D., is Chief Executive Officer of Integrity Partners for Behavioral Health IPA, where he leads strategy, partnerships, growth, and innovation for one of New York State's largest rural behavioral health networks. He has helped expand Integrity's reach, strengthen its clinically integrated network, and advance its data analytics and quality improvement infrastructure in partnership with the University at Buffalo and other collaborators. Across his career, Dr. Harvey has helped secure more than $37 million in funding to support innovation, sustainability, and community impact, and he has published several peer-reviewed articles on human services, addiction, and education. He is also a Buffalo Business First 2026 Excellence in Healthcare Awardee and a 2008 Buffalo Business First 40 Under 40 Awardee.

Nicole Rodriguez, Ph.D. (Social Work), brings more than 20 years of experience in social work, data analytics, institutional research, and clinical practice. At Integrity Partners, she provides leadership in data analytics, clinical integration, and continuous quality improvement, including staffing the Clinical Quality Assurance Committee and helping guide data-informed strategies that strengthen care quality and outcomes. She has also published several peer-reviewed articles on human services and social work, reflecting her strong commitment to research-informed practice. Erik Hoertz
Vice President of Finance and Operations
Erik Hoertz brings more than 20 years of leadership experience in supervision, finance, operations, and entrepreneurship. At Integrity Partners, he oversees finance, operations, technology, data security, and legal matters, helping ensure the organization has the infrastructure, controls, and systems needed to operate effectively and grow strategically. He also played a key role in the merger between Integrity Partners for Behavioral Health IPA and South Central Behavioral Health Network, helping support the operational and organizational integration of the two networks. Drawing on his experience as a business owner and manager within a national company, he understands the critical role that strong financial management, operational discipline, and technology oversight play in organizational success.
